Do listen and follow through on the nationwide recalls of toys?

Recently, I heard about some magnetic toys that were being recalled. Any recalls makes me wonder how how they get past the consumer protection groups in the first place.

It's scary hearing about recalls and knowing some people really don't pay much attention to them at all. I've seen baby items at garage sales (strollers, playpens, carseats, etc.) and I've always steered clear of them no matter how good of condition they were in, just because I don't know if that item may have been recalled at some point.

I'm not sure when the Consumer Protection Division comes into play here but, I think that recalls don't happen until there are enough complaints to the Better Business Bureau or reports of toys and acciendents that happen and the medical profession notices a rise in ER visits to the ER from a particular toy.
