My brother in law has a 1 & 1/2 year old baby girl. She was born bald and then grew in very pale blonde, very fine hair. Even now, her hair is short and still very fine and pale. My sister in law worried that she would never start growing enough hair to keep from looking like she was bald.
She'll get hair eventually. Yes, it takes differing times for kids to catch up with hair growth but by about two years old most of them are growing at a fair rate.
My good friend had the same issue with her twins. The boy had a head of hair and the girl barely had peach fuzz. They finally started evening out properly around 2 years.
I, myself had this problem when I was a toddler, or so I was told by parents, lol. My dad would tape a big purple bow (one of those yarn bows from the seventies!) to the top of my bald head, just so people would stop telling him what a cute baby boy he had.
