I think if your child has a healthy lifestyle and diet, vitamins are not necessary. But if your child refuses to eat certain kinds of foods or are fussy eaters, it might be beneficial to give them supplements that contain vitamins from food that they're not eating.
My daughter hates fish. I've tried encouraging her to eat her fish, but as soon as I feed her some fish, she begins to gag. So I replaced that with Omega 3 fish oil supplements. Not the liquid one, even I hated the taste of that as a kid, but the chewy, sweeter, variety.
As for when is the right time to start giving vitamins to children, I think as soon as they're eating solid foods, you should start to take notice of what your child eats and doesn't eat. From there, you can decide what vitamins are lacking in your child's body, if necessary.
