Who Should plan the Shower

My neighbor is insisting on giving her daughter a baby shower even though her friend is dying to be in charge. She offered to let her help, but its more of a letting your 5yr old help type of offer than an actual concession. It got me thinking about who is traditionally supposed to host a shower, the parents or the friends. I've heard different ideas on this lately so I thought I'd ask all of you. Who hosted your shower? Do you think this is in keeping with tradition?

I don't think the mother's 'typcially' give the showers, if no one else does then maybe (for wedding and baby).... sounds like this mom is a control freak....My aunt gave me both (baby and wedding), and a friend also did. I gave all my sister in laws, and neices for far that have either had a baby or married. My sister gave my daughter both of hers, and my sister in law gave my daughter in laws...so aunts again I guess!

I've not heard of the mother or grandmother giving a shower very often, and really the only one i can think of was, well, kind of pitiful the girl didn't have many friends and wasn't well thought of or liked, it was a VERY odd shower
